Persian locale in datepicker and support for Jalali calendar #4399

Feature request

It will be so good to have Persian locale and Jalali (Hijri Shamsi) calendar support in datepicker, and I'm ready to contribute and do the whole job.

However, as I'm mainly a back-end developer and have few experience in angular, I need some help and direction about which files and where I should do the work.

Looking forward to hear from you about your opinions and whether it's a planned feature, or I can contribute on it, or anything else.

@tttpco Hi! Maybe https://github.com/valor-software/ngx-bootstrap/pull/4634 and https://github.com/valor-software/ngx-bootstrap/pull/4787 PR's could help you to contribute, as an example of adding new locales. Anyway, your PR will be tested when it'll be ready.
