Would be good to compare infections vs. the size of the healthcare district for context. E.g. https://www.kuntaliitto.fi/sites/default/files/media/file/Ervat_Sairaanhoitopiirit2019.pdf says HUS covers 1.65 million people while Pirkanmaa covers 0.53 million...
