can'r enter hatch and find 4th scroll

What steps will reproduce the problem?
1.tried to enter hatch and got a message saying it is not available
2.searched every where numerous times and can't find the last thief
3.

What is the expected output? What do you see instead?
Access to hatch, 4th scroll

What version of the product are you using? On what operating system?
6.7, running froyo

Please provide any additional information below.

FYI, read other issues and saw the hatch is available in 6.7 so assuming there 
is a bug

To which hatch and 4th scroll are you referring to ?

If you are talking about the ladder/down inside the thieves house in Fallhaven 
then its not made yet.
If you are talking about the 4th bandit to complete the quest Vacor gives, then 
keep looking. You can complete this quest.

Thanks, read an issue that somebody had gotten down the hatch.  Will keep 
searching for the last thief, but he must be invisible ;)
