Recorded time strings incorrect near midnight #115

Per note raised on Issue #99, the recorded time used for strings near midnight shows up as 24 instead of 00.

Was using military time, which runs 01 to 24. has been changed to 00 to 23.

Verified to now be working properly.

BTW, I don't think any common time reporting method uses the format 24:58 as the harness was originally recording.
