jenkins: `manifest` input should accept multiple manifests #1365

There are some tasks that should run on projects contained in different manifests.

For example, the copyright-check project should run on Vanadium and Luma projects, but there is no single manifest that contains the set of all Vanadium and Luma projects. We should be able to specify "Manifests=public,luma", and have the task import both of those manifests.

For now, we're going to create a manifest with both luma and vanadium projects, although the only consumer is jekins.
