Who's Online for logged out user doesn't work properly #33

What steps will reproduce the problem?
1. Make sure your logged out
2. Go to Index
3. Choose Who's online

What is the expected output? What do you see instead?
One header and error message. Two faulty headers.

Please use labels and text to provide additional information.
