Remove ModCP option in General options #42

User Story
Because there is no ModCP and i don't see much point of this feature, maybe 
this should be removed.

Action
Remove from DB and from cp_general

Will remove. 

In time, we should come back to a permissions re-do, and that time look at what 
S_MOD, S_SMOD, S_ADMIN, 
and S_SADMIN can do.

May introduce fine grained ACLs for mods when the access control system is 
revised.
