Surveylink use creates partial survey response without opening survey #11

When using the 'surveylink' functionality in Email Alerts, a successfully sent alert will create a 'partial response' to a survey even when the link in the email has never been used. First noticed prior to 2.0.8, but unsure of when it began. Persists in 2.0.8.

RC 8.5.11 PHP 7.1.8

Hi @jasonlones That functionality is normal since the survey links were introduced. To be able to use the save and return surveys without a returning code, just clicking a link, the survey has to be in partial response status. We couldn't find any other way to make the links work otherwise.
