Burning Chi Fist requisites are wrong #16

What steps will reproduce the problem?
1.Try to select Burning Chi Fist before selecting 5 Martial Arts Powers

What is the expected output? What do you see instead?
Burning Chi Fist now only has as requisite 1 Martial Arts power, but the 
application requires five.

What version of the product are you using? On what operating system?
Online one, Windows 7.

On both the live server and the PTS, Burning Chi Fist requires 5 Martial Arts 
powers to be selected before it unlocks.
