Arresting BoLs still gives 250SC #123

Describe the bug If you arrest a BOL after the deflation of SC, you still get the full 250 SC.

To reproduce Steps to reproduce the behaviour:

  1. Arrest BOL Target
  2. See Error

Expected behaviour I expected it to give you way less when you arrest BoLs.
