Radio blips not working correctly with VCs #125

Describe the bug The End radio blip on combine plays at the same time as the first VC you say in chat

To reproduce Steps to reproduce the behaviour:

  1. Open chat as CP or OTA
  2. Play a VC

Expected behaviour It should play the start radio blip, play the VCs you triggered, then play the end radio blip

After trying to make this issue happen I cannot make it happen closed.
