Describe the bug Vortigaunt able to use vortessence while shackled

To reproduce Steps to reproduce the behaviour:

  1. Go vortigaunt
  2. Use vortessence
  3. Be a shackled vortigaunt with vortessence effects

Expected behaviour that there will be a error saying "you need to be released from your shackles to use this" etc

Fixed in 1.4.1
