DNC_Settime is brokey #166

Describe the bug The dnc_settime tool in the Event Manager, doesnt affect the Day / Night Cycle on the map

To reproduce Steps to reproduce the behaviour:

  1. Go to impulse_ops_eventmanager
  2. Create a New Sequence, Click on 'Add Event'; Choose 'Server, dnc_settime'
  3. Input a value and push the sequence
  4. See error

Expected behaviour The Time to change
