Describe the bug a bug that allows you to spawn NPCs such as feral ghouls that drop caps or raiders that spawn with weapons that you can pick up

To reproduce

  1. Go to spawn menu
  2. Click on V J base
  3. Go to Entities then Tools and click on NPC spawner
  4. spawn in a npc spawner that can spawn ghouls or enemies that drop caps/guns

Expected behaviour NPC spawner should be blacklisted not allowing users to spawn npcs
