Describe the bug
Basically, multiple 00 ranks try to be 20 but they cannot. It shows them "ranks requiures whitelist". 20 also cannot be afforded, so people can't get it. They haven't tried 40 yet though. But again, can't be obtained, bought, and RLs (like me) can't give people higher ranks.
To reproduce
Steps to reproduce the behaviour:
Uh, be a 00 or such, and try to get a 20 Rank. Then the things that I described above will happen. Aka. inability to become 20 Rank.
Expected behaviour
Not being able to be Rank 20
