Whitelist commands #202

/cpwhitelist and /otawhitelist do not show any notifications whenever trying to whitelist a user, i'd rather put apps onhold until this command is fixed cuz i dont want people getting accepted and waiting days for them to actually get the ingame whitelist.

I've only tried it on offline individuals so far.
