City Announcements are broken #209

Describe the bug A clear and concise description of what the bug is.

To reproduce Steps to reproduce the behaviour:

  1. Become a CA or CP/OTA SV
  2. Goto a terminal that has access to the City Announcements
  3. Try doing a City Announcement
  4. Hear "All Units BOL 243 Suspect"

Expected behaviour A City Announcement is meant to be made.

Schema version (press F1 in the bottom right): 1.74
