Whenever city code is set from FRACTURED to PRESERVED, CPs' MP7 dissapears #219

Describe the bug Whenever city code is set from FRACTURED to PRESERVED, the MP7 item disappears from the inventory of CPs that have it.

To reproduce Steps to reproduce the behaviour:

  1. Get on a rank that has the MP7 (OfC+). 2. Set city code to FRACTURED and then to PRESERVED. Expected behaviour The MP7 should not disappear from the inventory.
