RL cannot access APC terminal #225

Describe the bug You cannot access the APC terminal while being a RL. It says "You have no clearance to use this terminal"

To reproduce Steps to reproduce the behaviour:

  1. Hop on RL
  2. Try accessing the APC terminal

Expected behaviour RL should get access to the terminal since the APC is RL+ and EOW+
