Item Cooldown as TA #226

Describe the bug When you are TA and you try and get battery and health vials you have a long cooldown after getting one.

To reproduce Steps to reproduce the behaviour:

  1. Become TA
  2. At the Vendor get a health vial and a battery
  3. See that you have a long cooldown before you can get any more

Expected behaviour There not to be a cooldown. As when you are Civil Protection and you try and get health vials you have no cooldown.

Schema version (press F1 in the bottom right): Latest

Additional context Pretty sure this is a bug or something along those lines as when you are CP and you get health vials there is no cooldown. (The cooldown is counterintuitive to the fact you can have 2 health vials, means you get one, and then wait 10 minutes to get the next one, makes no sense.)

I cant get an achievement about mastering all skills while i have all skills max level
