Describe the bug
In the CP vendor, it says that grid i1's get teargas in CU, aka marginal. But when these conditions are met, the vendor does not supply teargas.
To reproduce
Go to the vendor as an i1 grid during marginal
click the teargas
Expected behaviour
Should be given a tear gas grenade
