Pyromaniac Quest #247

Describe the bug A clear and concise description of what the bug is.

To reproduce Steps to reproduce the behaviour:

  1. Go to quest in shell beach
  2. Click on 'the pyromaniac quest'
  3. Do the quest and throw molotov at cps
  4. See error: no progress

Expected behaviour I should get the progress on this quest but yet I do not.

The person throwing the Molotov has to set 5 CPs on fire from one Molotov as stated in the descriptions "When you throw a Molotov set 5 CPs on fire."
