Multiple bugs

  1. Apartments not being buyable, the terminal is accessed and you can choose to buy an apartment, however in some places it doesnt work

  2. No SPS/HP chargers for TF

  3. Defunctions are bugged (Told to me by Jeep)

  4. Lack of public lockers

I said CBans were bugged, Defunctions are fine, and I already made a Bug Report on CBans.

All of the other issues except c-bans are fixed
