Priority ration as an Unranked CP #93

Describe the bug When you are unranked you can get priority ration

To reproduce Steps to reproduce the behaviour:

  1. Be an unrnaked CP
  2. Go to RDC
  3. Click e on ration mashine
  4. Get priority ration from it

Expected behaviour Normal ration for unranked
