Homepage refresh #655

This is an in-progress design refresh of the homepage. At this point all the existing functionality is working in the new design but there remain a dozen or so outstanding issues before this is ready for merge. image

Really like this! Only thing that jumped out to me as awkward was the unequal spacing on the sides of the row selection checkbox. I think it'd look nicer to have more on the left side.
