Add the DynamicNuclearNet datasets for both segmentation and tracking

@rossbar Can you take a look at this repo and see if you can get the tests functioning? I think that since it hasn't been touched in such a long time all of the pinned requirements are very stale. We will need to redeploy the website with these changes in the next month when we submit the tracking paper.

With help from @ykevu, my best assessment is that the python code that is failing tests isn't actually used in this application at all. I think we can merge in these changes and redeploy the website when we are ready.
