Update frontend and add Contact Us form with a new SendEmailService as a backend. #57

Several updates to address feedback in #56 and elsewhere.

Updates buttons to reflect what options are currently available on the page, all working links now.
"Browse Data" button links to the password-protected /data page.
Creates a /contribute page that simply has a Contact Form.
Adds new Lambda function to send emails from SENDER_EMAIL to RECEIVER_EMAIL (both environment variables).
Fixes language on Sign Up page.

Ideally, this PR will also:

[x] Find better tracking gif to use as a banner.
[x] Darken the image by 50% (rgba(0,0,0,0.5)) for better text overlay apperance.
[x] Find better parallax banner background image. Image will get stretched so a 256x256 or 512x512 image may appear very blurry.
