STY: ruff str.format -> f-strings. #677

What

Ruff v0.278 was released yesterday (07/12) and added pyupgrade checks to use f-strings instead of the str.format method. I'm generally +1 for this, but if there are objections, we could ignore the rule instead.

This PR is the result of ruff . --fix

Why

Fix linting CI and ever-so-slightly modernize the codebase
