Update the tf-serving chart for kiosk-tf-serving:0.4.0.
This includes removing the CLOUD_PROVIDER environment variable and unifying the bucket environment variables as STORAGE_BUCKET (which requires the protocol, e.g. s3://bucket-name).
The chart v0.3.0 now sets the default value of STORAGE_BUCKET to the gs://deepcell-models bucket. This way there is no required override in the helmfile.
