Update to Swift 5.2 / Vapor 4.0.0 #3

Unfortunately the checks are failing because they're using Swift 5.1 - @fabianfett will need to update the Github Action, I think.

@alfavata thanks so much for this. Would you mind changing the GitHub action to swift 5.2?

The file is located in .github/workflows/ci.yaml
