add health check endpoint #148

we currently have the /test endpoint to test whether synse server is reachable or not, but it seems like there are other measures of health that could be good to expose, e.g.

are all configured plugins reachable?
are plugins timing out?

there may be more things. this issue is to just get the conversation started on this & to see whether it seems like something we would want or not

will have some increased visibility into health w/ v3; new issues relating to that will be opened
