These changes are now available in 1.8.5

Update embedded SQLite from 3.44.2 to 3.45.0 (SQLite release notes).

Also does some minor package cleanup.

Test failure is being caused by a bug(ish) in SQLiteKit, holding off merging this until I have the PR for that fix up (since it doesn't depend on this PR).
