CCNet Server Aggregator #29

Because each project/branch has it's own ccnet server and post this can
cause a admin nightmare.  Create an aggregation service for CCTray clients
(dashboards will not be supported with this service).

Add new project CCNet.Server.Aggregator.  Uses same config file as CCTray, so 
you can
use CCTray to configure it.  It also has an app.config file with remoting info 
just
like CCNet server.
