Finalize removal of references to HGNC table

Is your feature request related to a problem? Please describe. I started to remove (or replace by mehari) references to the HGNC table as requested in #1551. However, two references remain: the filter query that will be replaced with the next generation filter back-end, and the one to clinvar which are not easily replaceable by mehari. Also, @holtgrewe has a better overview over everything clinvar-related.

We dont use clinvar-export in medgen. @holtgrewe Is clinvar_export outdated and can we remove the two references?

variants/queries.py related links will be solved by move to rust-based queries. clinvar_export related code parts will require feedback from @holtgrewe.

After discussion with @holtgrewe clinvar_export is deprecated and the app can be fully removed.
