Current behavior

Trying to import a package with BimlExpress2018 on VS 2015 and VS2013 does not work.

Expected behavior

I should be able to use the converter without issue

Minimal reproduction of the problem with instructions

Open Visual Studio 2015 (or 2013) and install BimlExpress 2018. Try and convert a package (with or without a Biml File present) and you will receive the "Error importing packages." message

What is the motivation / use case for changing the behavior?

I want to be able to import packages into biml
