added /debian build files #3

I added a ./debian directory to make building a deb package easier for the next person. I've only tested it with 64bit Ubuntu 12.04 with Varnish 3.0.3 packages.

Cleaning old issues/PRs.

This is somewhat fixed already. I've added an issue in github.com/varnish/libvmod-example/ that we should consider doing FPM packaging files there.

This patch, in itself, is not fit for merging because of the extra make target it adds.
