Add configuration for building debian packages

Fix make clean to remove the generated manpage.

I'm sorry it took me so long to get back to you.

After pondering this for a while I've decided to not include any packaging files in here. This is better handle downstream.
Also, if I were to add deb support, there would be no reason to not accept rpm, tbz2, etc.

I prefer to keep the repository clean wrt packaging artifacts and let this be handled elsewhere. Sorry if this is not the answer you were looking for and thanks again for the PR.
