[WIP] Tweak sandbox deployment #244

This PR tries to simplify sandbox deployment a bit and fixes #228.

[ ] Remove Rakefile modifications in template.rb in favor of better seed.rb
[ ] Remove ruby version from template.rb
[ ] Remove sandbox:deploy from Rakefile in favor of something else

Problems

We need a specified ruby version when deploying to Heroku, but if this could be added by something other than the template that would be great.
