CI: Use ruby 2.4.9, 2.5.7, 2.6.5 #618

A slew of Ruby versions were released in one go, in response to a vuln.

2.5, 2.6 got a nice round of backports.

@olleolleolle I've been heads-down on other stuff for a while I'm afraid. Would you mind rebasing (and probably squashing) and we can get this merged.
