Rebase of 621 so that we may merge it #700

This rebases #621 on top of the most recent code, so that we may merge it soon.

Extract Pundit controller authorization module
Use activesupport deprecation module for more detailed deprecation warning

@dgmstuart might want your eyes on this again after the rebase. A large chunk move to a new file didn't rebase well so I might have missed either new code or old code.

@Burgestrand LGTM 👍 - which was the file which didn't rebase cleanly?

All of them except for the README, probably because the moved code had changes in it 😅
