Describe the bug clicktosend feature does not work

To Reproduce Steps to reproduce the behavior:

1. Click on any smartreply
2. Message will display on the textbox

Expected behavior If clicktosend is true, message should be send instantly Screenshots If applicable, add screenshots to help explain your problem.
