TS94: System allowed Logistics Head to leave JO without submitting Date Needed at Site for Confirmation #223

Describe the bug After Logistics Head assigns JO to Logistics Coordinator and approves JO, system allowed Logistics Head to leave JO without submitting Date Needed at Site for Confirmation.

To Reproduce Steps to reproduce the behavior:

  1. Go to JO to approve and assign JO to Logistics Coordinator
  2. Click on any other tab or module
  3. See error

Expected behavior Same as with the behavior for assigning approved JO to Logistics Coordinator, system shouldn't allow Logistics Head to leave JO without submitting Date Needed at Site for Confirmation.
