TS122: System didn't notify Logistics Coordinator for Letter of Credit Application details

Describe the bug When PO Payment Term is Letter of Credit (Z027 or Z125), system didn't notify assigned Logistics Coordinator to input LC Application details in the JO.

To Reproduce Steps to reproduce the behavior:

1. Create a PO with Letter of Credit as Payment Term
2. Approve corresponding JO and assign to Logistics Coordinator
3. As Logistics Coordinator, check notifications
4. See error

Expected behavior System should notify Logistics Coordinator if assigned JO requires LC Application Details based on PO Payment Term.
