Proceed button in Rejecting JO is not working

Describe the bug Scenario: Logistics Head will reject a JO. Reject button is clickable then the system will ask for a remarks before proceeding. User input a remarks and clicked "PROCEED". "Proceed" button is clickable but the JO was not successfully tagged as "REJECTED". As per Ms. Hanna, this function were able to proceed before.

To Reproduce Steps to reproduce the behavior:

1. Go to status JO PENDING FOR APPROVAL
2. Choose a JO and click View
3. Click "reject" button
4. Input a remarks before proceeding
5. Click "Proceed"
6. See error....

Expected behavior When the user input a remarks in Rejecting the JO and then click the "proceed" button, the system should successfully tag the JO as "REJECTED"
