Terms and Conditions Document

Describe the bug Terms and Conditions to be placed at the start of the application process.

Expected behavior If vendor agrees, they will be able to proceed with the application.

To add, Terms & Conditions will be a link in the email sent to an invited vendor. Vendor will have to click link to show the Terms & Conditions (document to be provided). Vendor will have to choose if they agree or not. If they agree, they will be redirected to the system to proceed with the application.

Terms & Conditions has been included in the system. It will appear when a vendor enters the system, after they reset their password. If vendor agrees, they will be able to proceed to the application form. However, the NDA and NGP are not yet removed.
