Describe the bug System allowed user to proceed without attaching required document in the vendor application.

To Reproduce Steps to reproduce the behavior:

  1. Go to Vendor Application and fill it up
  2. Don't upload any attachment for 'Attach Company Profile/Brochures/Catalogs/etc'
  3. Proceed to the next step
  4. See error

Expected behavior System should not allow user (vendor or SAT reviewer) to proceed to the next step if required documentary upload has not been accomplished.
