TS34: Past years in Financial Statement should not be required #131

Describe the bug Past years in Financial Information and Financial Statement should not be required. If a vendor applying is not in existence for at least 3 years, they won't have any data to encode for those years, resulting to a lower grade.

To Reproduce Steps to reproduce the behavior:

  1. Go to Vendor Application Form
  2. Proceed to Financial Information and Financial Statement
  3. See error

Expected behavior Only the current year will be required by the system. If other years are not filled up, it means that there is no value to be used for the computation.
