"Upload file" button is not working in Business Legitimacy #171

Describe the bug The user can remove the file in business legitimacy but they cant be able to add or upload a new file since "upload file" button is not working.

To Reproduce Steps to reproduce the behavior:

Go to Accredited Vendor
View specific Vendor
Go to Business Legitimacy
Try to add new file
Click "upload file" button

Expected behavior Upload button should be working

Desktop (please complete the following information):

OS: [e.g. iOS]
Browser [e.g. chrome, safari]
Version [e.g. 22]

Upload file is now working. This is for closing.
