TS33: Contractor Requirements for Government-Issued docs

Describe the bug Only 'Business Permit/Registration' showed up in the requirements during the 1st go. Upon going to the Review tab, other required documents appeared. When you click "Finalize" to go back to the "Government" tab, the other required documents and dropdown field appeared. Also, page header is "Financial" even if tab is for Government documents.

To Reproduce Steps to reproduce the behavior:

1. Go to 'Invite New Vendor'
2. Fill up 'Company Information' and 'Financial Information'
3. Click on 'Next'
4. See error
5. Proceed with the last few tabs
6. Once 'Finalize' tab is reached, click 'Previous' until you reach 'Government' tab.
7. See error

Expected behavior Required information should already appear during the 1st go of the vendor. Documents are as follows:

• Valid ID
• Copy of Secretary's Certificate (for corporation)
• Certificate of No Pending Case from DOLE
• Other requirements: Also, page header should be "Government Permits" instead of "Financial".
