1 is an impossibility and #2 "proper regulations" -- which regulations would those be?

They must have had a huge laugh when they wrote that. Given their stipulations are an impossibility, I wouldn't hold my breath for Microsoft to release anything unless Microsoft changes that policy. They planted the seed on an already flourishing ground. They want another party to take the heat. Given the rate of development, similar functionality will be released by another party.
